Answer: THIS QUESTION HAS BEEN SCRAPPED. INCORRECT QUESTION as pointed out. I meant the 2nd person to be Donald Friell McLeod, the Lieutenant Governor of British Punjab after whom McLeod Ganj(a suburb of the hill station Dharamshala) has been named. McLeod Ganj serves as the headquarters for the Tibetan Government-in-exile. 1 is Lobsang Sangay, the current "Kolan Tripa"(equivalent to Prime Minister) of the Tibetan government in exile. However, 2 is not Donald Friell McLeod but "DONALD MCLEOD" another person with the same name who was actually an Australian politician. So all and all, a wrong question. All apologies. Kudos to Adi though! :D

Person in pic2 is Donald Mcleod who lends his name to Mcleod Ganj, the headquarters of the Tibetan Government-in-Exile. First person is of course Lobsang Sangay, elected the next Kalon tripa of the Government. Dude I read about this a few days back, but I have to tell you..I checked and the person in pic 2 is the namesake of Donald Mcleod..but he is not the same person..this guy was an australian politician..please check.
