BOTH OF THE COUNTRIES HAVE DENIED THE NOBEL PEACE PRIZE TO THEM.

Liu Xiaobo and Car Von Ossietzky, both were prevented from accepting Nobel Prize for Peace by their Governments as they were political prisoners.
Both were absent for receiving the nobel prize
Probably Liu Xiabo and this guy are the ones who didn't attend the Nobel Peace Prize ceremony nor their representatives.
I m sure they are the two. Don't know the second guy's name.
Only Noble prize winners who could not attend the ceremony.
