Answer: This is the Tourist Guy, apparently posing for a photograph on one of the towers of the WTC moments before the plane hit the tower on 9/11(It can be seen in the background).This fake photo became an internet phenomenon for a while.It has been proved without any doubt using several facts that its a fake edited pic taken in 1997.

Ok, this a fake pic, because
1. the pic was proven to have been taken four years before 9/11,
2. the plane in the pic was a copy paste from a pic taken by Jonathan Derden for an airplane website
3. the plane isn't even blurry, though it was supposed to have come at great speed,
4. Also, the Tower 2 of WTC had an observation tower that opened only after 9:30, way after the crash
5. Guy wearing winter jacket in September
this photo was taken at the world trade centre. And its claim to fame is that the plane behind is the same plane which was crashed and unknowningly, someone clicked it and made a history.
